I can see a couple aspects in this description:
perfect tense, God is. Is God.
Imperfect tense, God does. Does God.
No matter what I try to complete, do... it must always have God to complete the action.
I guess that's what it means to me.
I am incomplete without the action of God.

I think Buckminster Fuller said that God is a verb. It means to me that God is without gender and has no concrete form but is very much in active and present tense.
OBOY! Out on a limb of those REDWOODS I go:
Wait, Dave...I'm trying, trying...OK. God is LOVE. That is my definition--for me! LOVE is a verb (continual 'giving'). Again, my definition. So, what is...IS!
